A tweet sent out Monday by Joe Belfiore, confirms that the Windows Phone 8.1 Developer Preview will be available in the first part of April. Belfiore's tweet said that an exact date for the release of the Preview has not been made. Registered Developers, and the average Joe who signs up at the App Studio, will get access to much of the new Windows Phone 8.1 update via the Developer Preview.
